Official petrol and diesel prices in Pakistan, taken from the Oil and Gas Regulatory Authority (OGRA) price publication for 27 October 2026. Last checked 27 October 2026.
Petrol (MS)
Rs 379.25 per litre
Effective 27 Oct 2026. Up Rs 1.54 from 24 Oct.
High-speed diesel (HSD)
Rs 395.82 per litre
Effective 27 Oct 2026. Up Rs 2.16 from 24 Oct.
These are OGRA’s prices excluding secondary freight, the cost of moving fuel from the oil company depot to a pump. Pumps charge a little more than this, and the amount depends on the city; the table further down shows typical pump prices.
When is tomorrow’s petrol price announced?
OGRA posts each day’s price the night before it takes effect, and it takes effect at 00:00. In its last 20 publications the price document appeared on OGRA’s website between 10:06 pm and 11:54 pm Pakistan time, and typically around 10:57 pm. So tomorrow’s price is not known during the day, and it usually appears shortly before midnight.
Over the 54 publications we hold, a new price has taken effect only from Tuesday to Saturday. The price that starts on Saturday also applies on Sunday and Monday, and the next one starts on Tuesday. So there is no new price to look for on Sunday evening or Monday evening: the Tuesday price is posted on Monday night.

What you actually pay at the pump, by city
OGRA’s headline price is, in its own words, the price “excl. secondary freight”, the cost of moving fuel from the oil company’s depot to the pump. That cost is added at each pump, so the price on the pump is a little above the headline figure and it is not the same in every city. OGRA publishes the price for every pump in a “District / Pump-wise Oil Prices” list for each oil company. We read the lists for 24 October 2026, which cover 10,610 pumps from 32 companies, and worked out how far above OGRA’s headline price pumps in each city sit.
Across Pakistan the typical pump (the median) charges Rs 2.28 per litre above the headline price, and 8 pumps in 10 sit between Rs 1.43 and Rs 4.32 above it. The extra is the same for petrol and diesel at any given pump. Among the cities below it is lowest in Karachi, Peshawar, Quetta (about Rs 1.43) and highest in Hyderabad (about Rs 3.99).

How the petrol price is built
OGRA publishes the full price build-up. These are the figures for petrol effective 27 October 2026.
| Component | Rs per litre |
|---|---|
| Import cost at Karachi port (Gulf price, freight, incidentals, exchange rate adjustment) | 242.22 |
| Customs duty | 26.27 |
| Ex-refinery / import price | 268.49 |
| Inland freight equalisation margin (IFEM) | 7.91 |
| Oil marketing company margin | 7.87 |
| Dealer margin | 9.98 |
| Price before levies | 294.25 |
| Petroleum levy | 80.00 |
| Climate support levy | 5.00 |
| Sales tax | 0.00 (petrol is currently exempt) |
| Total petrol price | 379.25 |
Of the Rs 379.25, Rs 85.00 (about 22.4 percent) is the petroleum levy and climate support levy. The import cost in the first row combines the lines OGRA lists separately: Rs 241.40 cost at the port plus Rs 0.82 exchange rate adjustment.
The Gulf benchmark OGRA used was USD 118.41 per barrel for petrol, and the State Bank average exchange rate was Rs 277.01 to the dollar. For diesel the price before levies is Rs 310.82, followed by a Rs 80.00 petroleum levy and a Rs 5.00 climate support levy, giving Rs 395.82.

Why the price changes
OGRA publishes a price document every working day. Each one uses a rolling seven-working-day average of the international Gulf benchmark and of the State Bank exchange rate, so a jump in world prices reaches the pump price gradually. OGRA’s notes state that the full impact of a revision in the daily international price is passed on in seven working days.
That is why the price can move a little each day, or stay the same for a day. The petroleum levy and climate support levy are set by the federal government, so they stay fixed until the government changes them.
Questions
Who sets petrol prices in Pakistan?
OGRA calculates and publishes the price from international prices, the exchange rate and the government’s fixed margins and levies. The levy rates are notified by the federal government.
Why is my pump price higher than the price on this page?
OGRA’s total excludes secondary freight, which is the cost of moving fuel from the oil company depot to an individual pump. The amount is added pump by pump, and it is listed in OGRA’s pump-wise price lists. The table in the section on pump prices by city shows how much it adds in the main cities.
Is the petrol price the same in Karachi, Lahore and Islamabad?
OGRA announces one national price, but the price on the pump differs slightly from city to city because the secondary freight differs. Pumps in each city are listed in OGRA’s pump-wise lists, and the city table above shows the typical price in each. The differences are a few rupees per litre, not tens of rupees.
Is there sales tax on petrol and diesel?
OGRA’s current price documents show sales tax of Rs 0.00 on both petrol and diesel, noting that each is currently exempt. The petroleum levy and climate support levy apply instead.
