Germany commits €114 million for Pakistan’s 2025–26 development cooperation package

Pakistan and Germany have successfully concluded bilateral negotiations on development cooperation, with Berlin announcing a new financial and technical commitment of €114 million for the 2025–26 period, the Ministry of Economic Affairs said on Wednesday.

The comprehensive development package will focus on climate and energy (just transition), sustainable economic development and vocational training, and social protection.

The negotiations, held in Islamabad, were co-chaired by Muhammad Humair Karim, Secretary of the Ministry of Economic Affairs, and Christine Toetzke, Director-General of Germany’s Federal Ministry for Economic Cooperation and Development (BMZ).

German Ambassador Ina Lepel and Pakistan’s Ambassador to Germany Saqlain Syeda also participated in the discussions, highlighting the mutual commitment to strengthening institutional and development partnerships between the two countries.

During the meeting, Secretary Karim expressed appreciation to the Government of the Federal Republic of Germany for its long-standing support in promoting renewable energy, job creation, and social protection in Pakistan. He also stressed the importance of aligning future cooperation with Pakistan’s Economic Transformation Plan, “URAAN Pakistan.”

Christine Toetzke acknowledged Pakistan’s ongoing reform efforts and reaffirmed Germany’s commitment to assisting Pakistan in tackling challenges related to climate change, economic transformation, and social inclusion. Ambassador Ina Lepel praised the enduring friendship between the two nations and underscored Germany’s resolve to advance sustainable growth, good governance, and people-centered development.

At the conclusion of the negotiations, Secretary Karim and Director-General Toetzke signed the Summary Record of the 2025 Pakistan–Germany Bilateral Negotiations on Development Cooperation, formalizing the new commitments and reaffirming shared resolve to deepen ties.

Both sides agreed to expand collaboration under the Pakistan–German Climate and Energy Partnership, enhance cooperation in vocational training and youth employment, and continue joint efforts in social protection and disaster resilience.

The next round of Pakistan–Germany development cooperation negotiations will be held in Berlin in 2027.
