IB to audit PM’s fuel, austerity measures

ISLAMABAD:The government has ordered a comprehensive intelligence-led audit of fuel conservation and austerity measures across the country after rising security tensions in the Gulf region triggered concerns over potential energy supply disruptions.

According to an official notification issued by the Cabinet Division, Prime Minister Shehbaz Sharif has directed the Intelligence Bureau to conduct a nationwide audit and validation exercise to assess the implementation and impact of recently announced fuel conservation and austerity steps.

The notification, issued on March 15, 2026, states that the directive supersedes an earlier communication issued on March 14. It instructs the Intelligence Bureau to carry out a detailed review, including an impact assessment, of all fuel conservation initiatives and additional austerity measures announced through Cabinet Division notifications dated March 9, 10 and 14.

“The Intelligence Bureau shall conduct a comprehensive audit and validation exercise, including impact assessment, with respect to all fuel conservation and additional austerity measures,” the notification said.

Under the directive, the IB will not only verify implementation of these measures but will also submit weekly reports directly to the prime minister as well as to the government’s monitoring body overseeing the austerity campaign.

“The Intelligence Bureau would submit weekly reports to the Prime Minister as well as to the Committee for Monitoring and Implementation of Fuel Conservation and Additional Austerity Measures,” the document stated.

The notification has been issued by Cabinet Secretary Kamran Ali Afzal and circulated to top civilian and security leadership, including federal ministers, the president’s secretariat, and heads of major accountability and intelligence institutions. Among those copied are the heads of the Inter-Services Intelligence and the National Accountability Bureau, indicating the seriousness with which the government is pursuing the initiative.

The move comes as Islamabad intensifies its national fuel conservation and austerity campaign following the rapidly evolving security situation in the Gulf region. Rising geopolitical tensions have heightened fears of disruptions in global oil supply routes and volatility in international crude markets, posing a major risk for energy-import dependent economies such as Pakistan.

In response, the prime minister earlier launched a broad austerity drive aimed at reducing fuel consumption across government institutions and public sector operations. The measures include restrictions on unnecessary official travel, limits on fuel use by government vehicles, and broader energy-saving protocols intended to cut national petroleum consumption and reduce pressure on the country’s import bill.

According to sources, the decision to involve the Intelligence Bureau reflects the government’s intention to ensure strict compliance with the campaign across federal ministries, provincial departments and state institutions. By assigning an independent verification role to the intelligence agency, authorities hope to obtain an accurate picture of whether fuel conservation directives are being implemented effectively on the ground.

The audit is also expected to evaluate the economic impact of the austerity steps and determine whether further conservation measures may be required if instability in the Gulf region continues to drive global oil prices higher.

For Pakistan, which spends billions of dollars annually on petroleum imports, even minor disruptions in global oil markets can quickly translate into higher domestic fuel prices, inflationary pressure and additional strain on foreign exchange reserves. Sources therefore view the fuel conservation campaign as a critical component of the government’s broader strategy to protect the economy during a period of heightened geopolitical uncertainty.

The intelligence-backed monitoring mechanism signals that the government intends to closely track the effectiveness of the campaign in the coming weeks as regional developments continue to unfold.
